Find Monroe County Inmates

A Monroe County inmate search starts with the Sheriff's daily custody reports. The Monroe County Sheriff's Office runs the county jail and posts a roster and a census every weekday. To search for Monroe County inmate records, you scan those reports for a name, then read across to the charge, the court, and the custody status. The jail does not use a fancy web app. It publishes plain reports instead, and the census is unusually detailed for a public document. Below are the official reports, the fields they carry, how to visit, how to send money, and how the county jail differs from state prison and federal custody.

Monroe County Jail Roster Overview

The Monroe County Sheriff's Office, led by Sheriff Todd K. Baxter, runs the county jail and keeps the custody records. Its incarcerated individual page links four reports: the roster, the census, a received report, and a released report. The Sheriff states the roster and census are updated daily, Monday through Friday. The roster is a simple alphabetical list of who is in custody right now. The census is the detailed companion, with charge, court, and bail data on each line.

The roster only covers the county jail. It does not show people held in state prison, federal custody, or immigration detention. For a sentenced state prisoner, use the New York DOCCS lookup. For a federal inmate, use the Bureau of Prisons locator. Those systems are separate from the Monroe County Jail, and a person can move from the county jail to one of them after sentencing.

The county leans on plain reports rather than a search app for a reason. The PDFs are easy to publish and easy to archive, and the Sheriff posts HALT Act reporting links on the same page for added transparency. The trade-off is that you cannot type a name into a box. You open the report and read it. Once you know which report answers your question, the process is quick, and the data is fresher than most third-party sites that copy it later.

How to Use the Monroe County Inmate Roster

The reports live on the Sheriff's incarcerated individual information page. Each one opens as a PDF. There is no name box to type into, so you open the report and read or use your browser's find function to jump to a last name.

  1. Open the incarcerated individual information page and pick the roster or census.
  2. Use the find tool, or scan the alphabetical list, for the last name you want.
  3. Read across to the entry date on the roster, or to charge, court, and bail on the census.
  4. For booking or release timing, open the received report or the released report instead.

The roster carries the MCJ number, last name, first name, and date of entry, with a current-as-of timestamp at the top. When you need charge and court detail, switch to the census, which is covered next.

What a Monroe County Custody Record Shows

The census is the closest thing to an inmate profile in Monroe County. It is a long daily PDF, and people with more than one charge get more than one row. Each line packs in the person's identifiers, custody status, money, court data, and the charge. The table below lists those fields.

FieldWhat It Shows
Name / JIDLast and first name plus the jail identifier number
Sex / RaceCoded values; the census line does not show full date of birth
Custody Date / TimeWhen the person entered custody
ClassificationStatus such as UNSENTENCED
Book Date / TimeBooking date and time
Bail / BondDollar amount set, if any
Court / JudgeCourt code and assigned judge
Court DateNext scheduled court date and time
Arrest Agency / TypeArresting agency code, such as ROC or MSO
Charge / DescriptionStatute code, such as PL 215.52, plus a plain charge description

The census does not carry a mugshot, a physical description, or a pod and cell location. The date of birth shows on the received and released reports rather than the census. So the public record gives you the charge and court, not a full personal file.

Received and Released Reports

Two more daily reports round out the picture. The received report lists recent bookings. The released report lists who left custody. Together they bracket a stay, so you can confirm when a person came in and when they got out, even after the name drops off the current roster.

The received report carries the jail number, last and first name, date of birth, booking date and time, and the charge code and description. The released report carries the release date and time, jail number, name, middle initial, date of birth, judge, and charge lines, with a printed timestamp. If a name is gone from the roster and shows on the released report, that is strong public proof of release. The released inmates page covers this in detail.

Monroe County Jail Facilities

The county runs two custody sites. The main jail is on South Plymouth Avenue in downtown Rochester, near the courts and the Sheriff's Office. The Andrew P. Meloni: STAR Academy, the transformed former Monroe Correctional Facility, sits on East Henrietta Road and works as a transitional, reentry-oriented site. Both appear in the Sheriff's official visitation and property materials.

Booking Process in Monroe County

Booking is the intake step. After an arrest, the person is brought to the Monroe County Jail for processing. Staff record the charge, set a custody type, and assign a jail number. The custody and booking dates land on the census from that point. Classification, such as UNSENTENCED, marks where the person stands in the case.

Arraignment usually follows soon after. A judge addresses the charges and sets release conditions. If bail or bond is set, the census shows the amount next to the case line, along with the court, judge, and the next court date. Felony cases head toward County Court, while misdemeanors and violations stay with Rochester City Court or a town or village court.

A few custody terms appear again and again on these reports. Knowing them makes the census far easier to read.

Classification
The custody status; UNSENTENCED means the case is not yet resolved.
Bail
Money or security set by the court to assure the person returns.
Bond
A financial guarantee posted through a surety in place of cash bail.
JID
The jail identifier number tied to one person's custody.
Custody Type
A code for the legal basis of the hold, such as a commitment or order.

Visitation Hours and Rules

The Sheriff allows each incarcerated person at the county jail and STAR Academy two one-hour visits each week, by appointment. Visits are not walk-in. You schedule about one week ahead. Visitors check in 30 minutes before the slot and must pass a screening. Up to two adult visitors and two lap children under five are allowed per visit. The Jail Bureau visitation FAQ spells out the rules.

Mail and Contact Rules

Mail and packages must use the incarcerated person's name and ID number. Send county jail mail to the inmate's name and ID at 130 South Plymouth Ave., Rochester, NY 14614. For STAR Academy, use 750 East Henrietta Road, Rochester, NY 14623. Books, Bibles, Qurans, magazines, and newspapers must come straight from a bookstore or publisher, not from a person.

Clothing drop-offs are not accepted in person. Approved clothing must be bought online and mailed by an approved vendor, such as Kohl's, Walmart, or Keefe Commissary Group. The property rules list set limits, like six white T-shirts and one plain gray sweatshirt, so check the allowed list before ordering.

Sending Money and Commissary

Money goes through Access Corrections. You can deposit online or in the app, by phone at 1-866-345-1884, or at lobby kiosks in the jail. Online and phone deposits take Visa and Mastercard. The phone line runs 24/7 with bilingual agents. The MCJ commissary money window is open Fridays, 8:00 to 11:30 and 12:00 to 3:00, cash only, and kiosks are available around the clock in the property and records lobby.

Funds in the account let the person buy commissary items and, in many setups, cover phone or tablet use. Deposit limits and fees are set by Access Corrections, so check the current terms before you send a large amount.

Note: The Sheriff does not accept U.S. Postal or Western Union money orders for inmate accounts, so use Access Corrections or the lobby kiosk instead.

County Jail vs State Prison vs Federal Custody

The Monroe County Jail holds people awaiting trial and those serving short local sentences. Longer sentences move to state prison run by DOCCS. Federal cases land in Bureau of Prisons custody. Each system has its own public lookup, so the right tool depends on where the person is held.

  • County jail - the Sheriff's roster and census, updated each weekday.
  • State prison - the New York DOCCS incarcerated lookup for sentenced prisoners.
  • Federal custody - the Bureau of Prisons inmate locator.
  • Notifications - VINELink New York for custody status alerts.

VINELink lets you register for custody and release alerts on a specific person. The image below shows VINELink New York custody notifications.

For people just let go, the released inmates page covers the released report and the state and federal lookups in more depth.
